APPLICATION DEVELOPMENT & MODERNIZATION
APPLICATION DEVELOPMENT & MODERNIZATION
Avalon builds your AI use case into a secure, working capability inside your own cloud, in weeks, with the documentation your security office needs, at small-business speed and cost.
Avalon connects the AI tools your agency already licenses to your own data, hardens the result for government use, and hands your security office the evidence it needs, closing the gap between having access to AI and putting it to mission work.
THE PROBLEM & THE APPROACH
The Challenge
Our Approach
Agencies now hold cheap or nearly free AI licenses through GSA OneGov, but lack the engineering capacity to connect those tools to their own data, harden them for government use, and clear the security office.
Avalon builds the pipelines, models, and GenAI capabilities that turn licensed access into a working, deployed capability inside your existing authorized cloud boundary, nothing leaves the tenant.
OMB M-25-21 requires documented minimum risk-management practices for high-impact AI, with compliance reporting due to OMB by September 22, 2026, non-compliant high-impact AI must be discontinued.
Every model ships with model cards, evaluation reports, and monitoring plans mapped to the NIST AI RMF and M-25-21's minimum practices, in the format your CAIO office and assessors actually consume.
Federal data science and ML engineering talent is scarce, hiring authorities are slow, and 2025-2026 workforce reductions cut in-house technical capacity right as adoption mandates accelerated.
A 2-4 person senior pod scopes, builds, and evaluates the use case end to end, no staffing ramp, no bench, founder-level engineers on the actual work.
Models deployed without monitoring, drift detection, or human-oversight mechanisms work in the demo and decay in production, and evaluation on curated demo data hides that failure until it's live.
Avalon evaluates on real agency data against metrics agreed at kickoff, and ships MLOps pipelines, drift monitoring, and human-review loops as native deliverables, not an afterthought.
CORE CAPABILITIES
Structured discovery that scores candidate use cases against data availability, M-25-21 risk tier, and mission value, then builds the pipelines the winning use case needs.
Classical ML and generative AI built on your cloud's native AI services and evaluated against agreed success metrics on your real data.
Production hardening and the governance artifacts your CAIO and assessors need, built as native deliverables rather than an exit-phase scramble.
OUR PROCESS
Stakeholder sessions, use-case scoring, success metrics, and risk-tier determination culminating in a signed-off go/no-go decision. (2-4 weeks)
Access provisioning, secure workspace stand-up in your tenant, and pipeline build until data is flowing and your ISSO is briefed. (3-6 weeks)
Model or GenAI development with iterative evaluation on real agency data, ending in an honest evaluation report against the kickoff metrics. (6-10 weeks)
MLOps pipelines, monitoring, security integration, and the documentation package your CAIO and security stakeholders accept. (6-12 weeks)
Knowledge transfer and runbooks so your staff operate independently, with an optional monitoring and retraining retainer. (3-4 weeks, retainer ongoing)

Security Documentation Built In, Not Bolted On
Most boutique AI shops treat security documentation as an exit-phase nuisance. Avalon builds the monitoring, logging, and RMF-consumable evidence as native deliverables because the same firm delivers A&A facilitation and Zero Trust work.
A 2-4 person pod delivers a deployed pilot in weeks, against an integrator's staffing ramp and layered management.
Phase gates that allow a pilot to end with a documented 'this doesn't work well enough yet', exactly what M-25-21's testing culture rewards.
Built at the model interface so your agency is never one vendor announcement away from a dead capability, as the approved-model roster shifts quarter to quarter.
Founder-level engineers on the actual keyboard, 30-50% lower fully burdened rates, and no incentive to grow the engagement into a permanent staffing annuity.

No, and that distinction matters enough to lead with. This engagement implements and documents the technical practices M-25-21 requires and produces the evidence your assessors and authorizing official need. Determinations of compliance, waiver decisions, and the authorization to operate remain with your agency and its designated officials.
The licenses are the model layer, available at near-zero cost. The gap is connecting them to your data, inside your boundary, with the monitoring, oversight, and documentation M-25-21 requires. That gap is engineering, and it's what this engagement delivers.
Nothing in the engagement leaves your authorized boundary, only FedRAMP-authorized services already in your tenant are used, and your ISSO is engaged from week one. We can't promise an approval, no honest vendor can, but we remove the usual reasons for denial.
True as a prime, and priced accordingly: a fixed-price pilot under the simplified acquisition threshold with evaluation gates caps your exposure, all code and documentation are your property from day one, and the engineers on the work are the firm's principals, not a bench.
Success metrics are fixed at kickoff and evaluated honestly on your real data, not a curated demo. An honest miss at Phase 3 is a valid, priced exit, a documented negative result at pilot price instead of a quiet failure at program price.
A scoped pilot runs 10-16 weeks; pilot-through-production runs 6-9 months. Avalon leads with a fixed-price pilot priced under the simplified acquisition threshold, sized for a fast contracting officer decision.
This isn't a data platform build, the cloud landing zone itself, workflow automation, license resale, or the ATO package, each of those is a separately scoped Avalon service. We're explicit in the SOW about exactly where the line falls.
