No. Avalon designs and builds to the NIST SP 800-53 baseline your data requires and delivers control-implementation evidence for your assessment. FedRAMP certification belongs to the cloud service provider's offering; your authorization decision rests solely with your Authorizing Official.
A landing-zone build is a three-to-five-person senior team no matter who delivers it, the question is whether those five are the A-team or the bench. For genuinely enterprise-wide programs, Avalon positions as the architecture cell inside a larger team, and says so plainly.
Keep the incumbent; buy a second opinion. A six-to-eight-week independent architecture assessment either validates the incumbent's design or surfaces debt with evidence, and under the simplified acquisition threshold, it requires no recompete and threatens no contract.
Use them, and understand what they optimize for. CSP-funded architects drive consumption on their platform and leave when the workshop ends. They don't produce agency-owned infrastructure-as-code, RMF-grade evidence, or platform-neutral tradeoffs, this service delivers exactly what the free help structurally can't.
