True, and Avalon works alongside that. But CISA's assistance is advisory and triage-oriented, prioritized by national significance, and its response bench has contracted sharply since 2025. Your agency still owns the investigation, the evidence, the follow-up questions, and the paperwork. A retainer buys a dedicated team on your timeline; CISA engagement remains available and complementary.
The SOC monitors and escalates. Ask two questions: when did the SOC last produce a forensically sound disk image with chain-of-custody documentation, and who investigates the alerts the SOC missed? There's also an independence problem in having the incumbent grade its own detection failures, a point IG offices raise routinely.
