Federal Frameworks Addressed
It doesn't. Moderated testing with nine or fewer public participants, employee studies, and the government's fast-track CX feedback clearance under A-11 Section 280 are all lawful, established pathways, Avalon documents the applicable one in week one, and your PRA desk officer makes the call with a memo already written.
The help desk knows what users report, filtered by who bothers to call. Testing shows what users do, including the silent abandonment that never generates a ticket. One round either confirms the team's instincts cheaply or catches an expensive wrong assumption before it ships.
A round costs less than a sprint of rework and fits under the simplified acquisition threshold, often under the micro-purchase threshold. Year-end O&M covers it, and the Service Delivery Improvement Act's 'existing funds' mandate assumes exactly this size of buy.
Avalon won't manufacture a record it doesn't have. Sessions run on consent scripts the agency's privacy and legal offices review in advance; recordings are optional, minimized, stored under Avalon's NIST SP 800-171-aligned handling, and destroyed or transferred per the SOW. Findings are reported without PII by default.
Then the incumbent is grading its own homework. A small, independent test round doesn't threaten the incumbent's contract, it gives the program an outside evidence base, which is how well-run programs manage large vendors.
